Tax Year 2023

We opened for e-filing submissions on Monday, January 29, 2024. We will update this page with finalized forms and instructions the week of January 29, 2024. We began accepting all test submissions on Monday, November 20, 2023. 

General Information

We require a hard or electronic copy of the form for review.  If the software performs calculations, we will review forms that have been calculated with "dummy" data (that illustrates that correct calculations, limitations, internal diagnostics, etc.) instead of the instructions.

We maintain a "software providers" database and email updates about forms.  If you want to be included in the database, please email PortlandTaxForms@portlandoregon.gov and provide:

  • Your name
  • Your job title
  • The name of your employer
  • City/County/Metro tax forms that you handle
  • Your email address
  • Your telephone number

If you have been receiving emails from us already, you are already in the database and do not need to contact us.

Forms Approval Timeline

Draft forms will be posted on this page when they are completed.

Final versions of the forms will be posted after the relevant federal and Oregon tax forms are finalized to ensure that line number references are correct. This generally occurs in mid to late January. Final forms will be posted below when they are completed. Developers can check this page periodically to find out the status of our forms.


What's New for Tax Year 2023?

Please send your forms for calculation and 2D Barcode testing to PortlandTaxForms@portlandoregon.gov.

Please note, we are a separate government agency from the Oregon Department of Revenue.

Note: The City of Portland anticipates processing refunds more quickly for forms that are submitted via MeF or with 2D barcodes, as they will enter our system more rapidly than manual entry. We believe it is to everyone’s benefit – the taxpayer, the software vendor, and the agency – to support this compatibility on the forms.

Personal Income Tax Programs

TY 2023 updates to the Metro Supportive Housing Services Personal Income Tax Forms

General Return Changes for all Forms
  1. New check box for actual method for PTI, located in Sched PTI for MET40 and MET40NP.
  2. Pass-through income modifications is now 'previously taxed income modifications'.
    • Pass-through entity is now 'previously taxed entity'.
  3. Added verbiage for state and federal forms under Metro Taxable Income section:
    • "Attach required federal and Oregon tax pages. See instructions."
  4.  Credit (refund/CCF) line:
    • Changed verbiage to "Enter the amount from line x you want (the selection is irrevocable)".
    • "Applied to tax year YYYY" is now "Applied as an estimated payment to the next open tax year".
  5. Preparer's phone number is now  preparer's license number.
  6. Added labels to the columns in Schedule WH indicating which box of the W-2 they need to enter.
Accessibility and Cosmetic Changes
  • None

Testing Timelines

We plan to launch our full 2D barcode testing process on 11/20/2023 to allow ample time to test your submissions and get the feedback to you in a timely manner. Earlier submissions will be accepted and will be the first to receive testing results.
