If you already tried to resolve your complaint with the lot operator who issued you a parking penalty notice but were unsuccessful, you may file a complaint to the City of Portland. You must file your complaint no later than 90 days from the mailing date of the first penalty payment letter.

It may take up to 60 days from the day your complaint is received to get a determination.

1) Write your complaint

Your complaint must include:

  • The penalty notice number
  • Your name, address, and phone number
  • Lot number
  • The reason you disagree with the parking penalty or that the lot is in violation of the City Code.
