Apply for a Secondhand Dealer permit

Businesses that buy and sell property that is frequently the subject of theft (“regulated property”) must apply for a secondhand dealers permit. This permit needs to be renewed annually and is nontransferable.

This form should take roughly 60 minutes to complete

1) Download and fill out the application

Be sure to include a personal history form for each required person.

2) Submit your application and payment to us

Write your check for any amount due with your application and make it payable to 'City of Portland.'

Returned checks will incur a $35 charge (Returned Check Charge Policy)
