Purpose and Responsibilities
The Revenue Division Appeals Board (RDAB) hears and decides business license, business income tax, personal income tax, and transient lodging tax appeals of decisions issued by the Revenue Division. These appeals relate to City of Portland programs and programs of other local governments (e.g., Metro and Multnomah County) that are administered by the Revenue Division.
Appointments to the Board must provide for an appropriate level of expertise in accounting methods and tax regulation. The Board is made up of five members, consisting of the following:
- A member of the public appointed by the City Auditor for a two-year term.
- A member of the public appointed by the elected official in Charge of the Division for a two-year term.
- Three members of the public appointed by the Mayor for three-year terms.
