The Revenue Division Appeals Board (RDAB) hears and decides business license, business income tax, personal income tax, and transient lodging tax appeals of decisions issued by the Revenue Division.
Purpose and Responsibilities
The Revenue Division Appeals Board (RDAB) hears and decides business license, business income tax, personal income tax, and transient lodging tax appeals of decisions issued by the Revenue Division. These appeals relate to City of Portland programs and programs of other local governments (e.g., Metro and Multnomah County) that are administered by the Revenue Division.
Appointments to the Board must provide for an appropriate level of expertise in accounting methods and tax regulation. The Board is made up of five members of the public appointed by the Mayor, consisting of the following:
- One member appointed for a two-year term that expires every even year.
- One member appointed for a two-year term that expires every odd year.
- Three members appointed to three-year terms whose terms will be staggered by one year allowing a new appointment each year.
