Important: You must have an active tax account with the City of Portland Revenue Division to create a login*. You will also need a Letter ID and Account ID located at the top of a letter we have sent to you to complete registration.

Steps to Create a PRO Username
- From the Pro.Portland.gov home page, click the Create PRO Username hyperlink in the Log In box.
- Review the instructions and click Next.
- On the PRO Username Type page select Yes to create a login for your own personal or business tax accounts.
- Click Next.
- From the dropdown menu, select the Account Type listed on the letter you received from the Revenue Division.
- Complete the required fields using your account information (such as your SSN, Account ID, and Letter ID), then click Next.
- Complete the required Profile, Phone Number, and Security fields, then click Next.
- Review your summary and click Submit if your information is correct. Use the Previous button to return to earlier screens if changes are needed.
- Once submitted, return to the Home Page and log in using the PRO username and password you just created.
Setting up a Self-Service Payment Plan
Important: Please read the instructions and rules carefully to ensure eligibility.
- From the Pro.Portland.gov home page, log in to your PRO account using the Log In box.
- Click the More… tab.
- In the Payments and Returns panel, click the Sign up for a Payment Plan hyperlink.
- Review the qualifications and agreements carefully, then click Next.
- If you do not meet the qualifications, you will see an error message and will not be able to continue. This usually means there is no eligible balance or your account does not meet the payment plan requirements.
- If you qualify, continue through the remaining steps to complete your payment plan.
Note: If you need to update the payment method for your payment plan, you will need to contact the Revenue Division to cancel an active plan. You will then be able to initiate a new plan if you still qualify. By doing this, you will forfeit one of your three allotted plans within an 18-month period.
