Overview of the Payday Lenders Program

The City of Portland's Revenue Division regulates payday lenders in the City of Portland. 


Registration Requirements

All payday lenders operating in the City of Portland must:

  1. Register for a Revenue Division tax account, and
  2. Have a license from the State Department of Consumer and Business Services.

Permitting Requirements

All payday lenders operating in the City of Portland must apply for a payday lender permit annually.

The permitting fee is $1,500 per location.
