Proposed Administrative Rule Amendments

Portland City Code Section 3.06.040 establishes the authority of the City Administrator to adopt administrative rules. The Revenue Division (Revenue) is amending administrative rules ADM-14.10 (Collections and Foreclosure Process), LIC-5.09 (Residential Rental Registration and Fee), and adopting administrative rule LIC-5.12 (Property Management License Fee Penalty Adjustment). Changes to these administrative rules are anticipated to go into effect immediately on adoption.

Amendments to ADM-14.10 — Collections and Foreclosure Process

Revenue is proposing several updates to ADM-14.10 (Collections and Foreclosure Process). These changes are intended to clarify and strengthen requirements for Revenue's foreclosure process. These changes also address the criteria considered in making foreclosure recommendations and guidance on handling foreclosed properties that have not sold.

Amendments to LIC-5.09 — Residential Rental Registration and Fee

Revenue is updating LIC-5.09 to add a purpose statement and update the table for the 2025 tax year's residential rental unit fee. This fee is updated annually based on the consumer price index and as needed to fully fund the Residential Rental Registration Program. 

Adoption of LIC-5.12 — Property Management License Fee Penalty Adjustment

Revenue proposes adopting LIC-5.12. City Code 6.06.150 A.2.imposes a penalty if a required property management license fee is not paid. Policy LIC-5.12 allows a licensee to request a penalty to be rescinded for reasonable cause. The request must be filed with the Revenue Division within 30 days of the date of the first letter in which a penalty is imposed. The policy provides guidance on what is considered reasonable cause.


Public comment on these drafts closed on June 11, 2026. No comments were received during the 30-day comment period for any of these administrative rules.
