Individuals subject to the Metro Supportive Housing Services (SHS) Personal Income Tax and/or Multnomah County Preschool for All (PFA) Personal Income Tax must file a personal income tax return.

Filing your personal tax return(s) should take 30-45 minutes to complete. This time can be reduced if you have all your federal and state tax information available.

To file your personal tax return(s) online, you do not need to create a Portland Revenue Online (PRO) log in.

You will need:

  1. Your Federal and Oregon returns
  2. Form W-2 if you had Metro SHS and/or Multnomah County PFA tax withheld from your wages
  3. Schedule K-1 or Form SP-2021 Combined Tax Return for Individuals if you have pass-through income included in your Oregon Taxable Income that was subject to either the Metro SHS business income tax or Multnomah County business income tax

Request for Extension of Time to File

If you need additional time to file your personal tax return(s), you must submit an extension payment by the original return due date for an automatic six-month filing extension.  

If you do not have a tax balance due but would like to file an extension, your federal or state extension will serve as your Metro SHS and/or your Multnomah County PFA Personal Income Tax extension. Check the “Extension Filed” box when you file your personal tax return(s) and attach a copy of your federal extension or verification of your Oregon extension payment with your return.

2. Submit the completed personal tax return(s) with supporting tax pages, forms, and payment to us

TY 2021 Schedule B Updated Guidance

General Treatment for Personal Income Tax Pass-through Income Modifications

For questions not answered below, please seek additional guidance on a case-by-case basis.

There are two modifications on the personal income tax returns that can be reported on the line for pass-through income modification. They are:

  • An addback for a current year net operating loss from a pass-through entity (PTE) that is subject to the Multnomah County or Metro business income taxes. This is generally the owner’s distributive share of the PTE loss reported on the owner’s federal personal income tax return from the PTE.
  • A deduction for PTE income that is subject to the Multnomah County or Metro business income taxes. This is the owner’s share of “income subject to tax” on the MCBIT or METBIT return. It is limited to the owner’s distributive share of income from the PTE reported on the owner’s federal personal income tax return.

Work-Around for the 2021 tax year

The personal income tax return’s SCHEDULE B – PASS-THROUGH INCOME MODIFICATION requires the following work-around.

Current year net operating losses

Enter the full distributive share of the owner’s loss reported on the federal return in Column C and 100% in Column D. Column E will be the same as Column C.

Deduction for PTE income subject to tax

Enter the owner’s share of PTE income subject to tax on the PTE’s business income tax return in Column C and 100% in Column D. Column E will be the same as Column C. This deduction can’t be greater than the owner’s distributive share of income reported on the federal personal income tax return.
