The City of Portland Revenue Division will hold a public hearing on administrative rules interpreting the Secondhand Dealers Program. The proposed administrative rule amendments relate to correcting outdated references to a previous and specific reporting system (RAPID).

The City of Portland Revenue Division will hold a public hearing on administrative rules interpreting the Secondhand Dealers Program. The proposed administrative rule amendments relate to correcting outdated references to a previous and specific reporting system (RAPID). 

These updates refer to the reporting system referenced as RAPID and its removal from the current administrative rules governing the Secondhand Dealers Program. In its place will be the generic reference of “The Reporting System”.

Oral/Written Testimony

Send an email to RevDivPermits@portlandoregon.gov if you want to provide testimony during the hearing. We will send a Microsoft Teams meeting invitation approximately one week prior to the hearing. The hearing will be recorded which is a public record. The hearing may close early depending upon the number of people providing oral testimony.

Written testimony is encouraged and will be accepted both prior to and after the hearing through 5:00 pm, Friday, April 28, 2023. Send your written comments:
