What's New?

On Dec 20, 2023, the Portland City Council passed Ordinance 191561 in conjunction with the Lloyd Business Improvement District’s 10-year renewal.  The ordinance implements significant changes to how the property management license fee is calculated and administered.  Information related to the renewal can be found on the City’s district information page.

The rates used to calculate the district’s property management license fee and the cap on fees per ratepayer increase incrementally, starting with the 2024 – 2025 License Year and ending with the 2028 – 2029 License Year.  Additionally, the annual escalator was increased to 12.3% for the 2024 – 2025 license year only to compensate for inflation in excess of the standard 2.3% annual escalator between 2013 and 2023.


License Year Updates

The rate, cap, and escalator adjustments are as follows.  Changes from one year to the next are in bold:

Prior to License Year 2024 - 2025 

  • $0.40 per $1,000 of assessed value of improvements in the 2010 – 2011 property tax year, plus
  • $2.25 per 290 square feet of improvements, plus
  • $0.015 (one and one-half cents) per square foot of land, plus
  • 2.3% of the sum of the above calculations
  • $35,000 cap per ratepayer for business properties
  • $8,500 cap per ratepayer for residential properties

License Year 2024 – 2025 (Feb 1, 2024 – Jan 31, 2025)

  • $0.45 per $1,000 of assessed value of improvements in the 2010 – 2011 property tax year, plus
  • $3.50 per 290 square feet of improvements, plus
  • $0.022 (two and two-tenths cents) per square foot of land, plus
  • 12.3% of the sum of the above calculations
  • $45,000 cap per ratepayer for business properties
  • $11,000 cap per ratepayer for residential properties

License Year 2025 – 2026 (Feb 1, 2025 – Jan 31, 2026)

  • $0.45 per $1,000 of assessed value of improvements in the 2010 – 2011 property tax year, plus
  • $3.50 per 290 square feet of improvements, plus
  • $0.024 (two and four-tenths cents) per square foot of land, plus
  • 2.3% of the sum of the above calculations
  • $46,250 cap per ratepayer for business properties
  • $11,000 cap per ratepayer for residential properties

License Year 2026 – 2027 (Feb 1, 2026 – Jan 31, 2027)

  • $0.45 per $1,000 of assessed value of improvements in the 2010 – 2011 property tax year, plus
  • $3.50 per 290 square feet of improvements, plus
  • $0.026 (two and six-tenths cents) per square foot of land, plus
  • 2.3% of the sum of the above calculations
  • $47,500 cap per ratepayer for business properties
  • $11,000 cap per ratepayer for residential properties

License Year 2027 – 2028 (Feb 1, 2027 – Jan 31, 2028)

  • $0.45 per $1,000 of assessed value of improvements in the 2010 – 2011 property tax year, plus
  • $3.50 per 290 square feet of improvements, plus
  • $0.028 (two and eight-tenths cents) per square foot of land, plus
  • 2.3% of the sum of the above calculations
  • $48,750 cap per ratepayer for business properties
  • $11,000 cap per ratepayer for residential properties

License Year 2028 – 2029 (Feb 1, 2028 – Jan 31, 2029) and ensuing years

  • $0.45 per $1,000 of assessed value of improvements in the 2010 – 2011 property tax year, plus
  • $3.50 per 290 square feet of improvements, plus
  • $0.03 (three cents) per square foot of land, plus
  • 2.3% of the sum of the above calculations
  • $50,000 cap per ratepayer for business properties
  • $11,000 cap per ratepayer for residential properties

Due Dates and Billing Information

Beginning with the 2025 – 2026 License Year, the due dates and billing correspondence dates will change to better align them with the Downtown Clean & Safe District and Central Eastside Industrial District:

  • The first installment due date will change from Feb 15 to Feb 1,
  • The second installment due date will change from Sep 15 to Sep 1,
  • The mailing date for the annual Notice of Fees will change from the first week of January to the first week of December,
  • The mailing date for the Notice of Fees – Second Installment will change from the first week of August to the first week of July.   

Any unpaid amounts will be assessed penalties and interest until paid. Payments must be paid online or postmarked no later than the due date.
