Clean & Safe District
The Clean & Safe Enhanced Services District (ESD) provides enhanced essential services to the people, places and businesses within a core 213-block area of Portland. Property owners within the district pay the property management license fee, which is administered by the City's Revenue Division. Learn more about the Clean & Safe District.
License Year
October 1 through September 30
Billing Information
- Bills are mailed on or around August 1, and the first of two installment payments is due on October 1.
- 2nd installment bills are mailed on February 1, and the payment is due on April 1.
Any unpaid amounts will be assessed penalties and interest until paid. Payments must be paid online or postmarked no later than the due date.
