A permit is required whether or not the business owns the device(s). Permits expire on December 31 and must be renewed each year.
1) Count your regulated devices
Count the total number of regulated devices at the location, whether owned or non-owned.
Examples of regulated devices include:
- Darts
- Foosball
- Pool tables
- Video games
- Trivia games
- Shuffleboard
- Pinball machines
- Claw or grabber cranes
- Vending machines where an element of chance, bonus, or prize is involved.
- E.g., machines containing mystery items.
- Video games (except state-owned video poker terminals)
Do not include:
- Keno
- Music devices
- State-owned video poker
- Pull tab or lottery devices
- Vending machines where no element of chance, bonus, or prize is involved.
- E.g., machines exclusively containing manufacture labeled food and beverage items.
2) Download and fill out the application

3) Submit your completed application with payment to us
Make your check payable to 'City of Portland.'
Returned checks will incur a $35 charge (Returned Check Charge Policy)
