Public Records Requests

Information on how to make a public records request, the City's fee schedule, and average response times. Please note, per City rule ARA-8.03 the City will not accept public records requests via phone or email unless an accommodation is requested.

The online form will take between 5 to 20 minutes to complete dependent upon the request.

Searching for Publicly Available Records

Many records are already publicly available online. Prior to making a public records request, use the resources on the Search Publicly Available Records page to ensure a public records request is necessary to find the records you are seeking.

Making or Managing a Request via the Online Portal

Public records requests can be made online via the Public Records Request Portal.  This same link will allow you to manage your request, including paying invoices, responding to responder queries, and downloading records.

Making a Request via Mail or Other Means

If you are unable to file a request online or need an accommodation, contact the designated individual for the bureau or office that may have the records you are looking for. You may be asked to print and mail or submit in person a public records request form. Please note, as per City rule ARA-8.03 the City in general will not accept records requests via phone or email.

Fee Schedule

Fees may apply to fulfill your records request. View the City's fee schedule for further information about standard fees, staff time that may be charged, or other bureau/office-specific charges that may be applied. Interagency Requests

Requests by government agencies for unredacted records held by the Portland Police Bureau or Bureau of Emergency Communications should be made using the Agency Request Portal. All other record requests by government agencies should be made using the Public Records Request Portal

By City policy, the City provides a full or partial fee waiver if the request is made by the representative of a government agency for official government use.

Other Types of Records Requests

Other types of records requests include Traffic Discovery requests for records related to traffic citations in Circuit Court, and Identify Portland Police Bureau Officer, which can be used to seek the identity of police officers.
