Equitable Gas Leaf Blower Phase-out

Effective January 1, 2026
Portland City Council unanimously voted to phase out gas-powered leaf blowers starting January 1, 2026. This policy will improve public health and quality of life for landscape workers and residents. In 2026 and 2027, they will be allowed October-December, with a full ban beginning January 1, 2028.

Event and Neighborhood Parking Around the Rose Quarter

Ezones Map Correction Project

The Ezone Project corrected environmental overlay zones to better align with mapped natural resources and wildlife habitat. City Council voted to adopt the Ezone Project on May 25, 2022. The amendments to the official zoning maps and the zoning code went into effect on Oct. 1, 2022.

The City of Portland is updating its regulations governing development in floodplains to maintain compliance with the minimum requirements of the Federal Emergency Management Agency’s (FEMA) National Flood Insurance Program (NFIP).

Floodplain Resilience Plan

Updated regulations to ensure new development in the floodplain addresses flood risk from a changing climate, does not jeopardize threatened and endangered species, and allows Portlanders continued access to federally backed flood insurance. All updated regulations became effective on Oct. 1, 2024.

Fossil Fuel Terminal Zoning Amendments

The project is helping to implement new policy direction for fossil fuel distribution and storage facilities, through changes to the zoning code. The City Council adopted the ordinance in August 2022, however a federal appeal case is still pending.

Housing Adjustments Compliance Project

This project amended Zoning Code, Title 33, to allow more adjustments to development and design standards that were previously prohibited for residential projects, in compliance with State Bill 1537. The code changes were adopted Oct. 30, 2024 and took effect Jan. 1, 2025.

Statewide Planning Goal 10 requires cities to inventory buildable lands and ensure there is enough zoned land to accommodate their housing needs over the next 20 years. This project updated Portland's Housing Needs Analysis in 2023 and the created the first-ever Housing Production Strategy in 2024.

Lower SE Rising Area Plan

The Lower SE Rising Area Plan assessed land use and transportation issues in Brentwood-Darlington and portions of Mt Scott-Arleta, Woodstock and Lents. On May 2, 2024, City Council unanimously adopted the plan. The land use map amendments became effective Oct. 1, 2024.
