Through the Climate Investment Plan, PCEF invests in community-led projects that reduce carbon emissions, create economic opportunity, and help ensure our most impacted residents are prepared for a changing climate.

Equitable Gas Leaf Blower Phase-out

The City of Portland and Multnomah County are working to develop an ordinance that would help Portland transition away from gas leaf blowers (GLBs) to electric leaf blowers.
Statewide Planning Goal 10 requires cities to inventory “buildable lands” and ensure there is enough zoned land to accommodate their housing needs over the next 20 years. Portland is currently updating the mandated Housing Needs Analysis and accompanying Housing Production Strategy for this purpose.
Land Division Code Update
