What is Inclusive Contracting?

Inclusive Contracting is a strategic approach to inserting equitable practices throughout the procurement process to increase participation from historically underutilized and underrepresented businesses.

Inclusive Contracting Services:

  • Engage historically underutilized and underrepresented businesses and their support networks to introduce City contract opportunities in Construction, Goods and Services, and Professional Technical Expert Services
  • Portland Vendor Directory:  Actively maintained directory of locally owned firms, non-COBID certified and COBID certified
  • City Bureaus: Inclusive Contracting Consultations to increase equity on upcoming City projects
  • New supplier: Introduction to Inclusive Contracting Services
  • Community outreach and engagement
  • Advocacy to support City and contractor business relationships before and after contract award
  • Resources provided to firms to attain assistance with the COBID application process, and business development services.
  • Resources to support firms meeting standard City contract compliance requirements.
