The Inclusive Contracting Team is working in conjunction with City Bureaus and local community partner agencies to increase awareness of upcoming contract opportunites, and incorporate equity strategies in the procurement process for the projects described below.

Project Title: West Lents Floodplain Restoration Project

Solicitation No. 00002381

Contracting Bureau: Bureau of Environmental Services (BES)

Project Estimate: $5,000,000

Project Overview: Environmental Services is designing a project to restore about 18 acres in the Johnson Creek floodplain. The project will reconnect Johnson Creek to its historic floodplain, reduce flooding on private property, restore habitat for fish and wildlife, and improve water quality in the creek. Current efforts to restore Johnson Creek focus on returning it to a more natural state. This type of restoration provides a safe place for flood waters to spread out and soak into the ground. It also helps improve water quality and increases fish and wildlife habitat.   For more information about this project.

Project Title: Urban Forestry RFP for Tree Planting and Maintenance (PCEF)

Project Estimate: $5,000,000 

Project Overview: Portland is committed to improving the cities air quality, public health, and livability by enhancing and maintaining the health of the urban forest, investing millions of dollars each year planting trees. This project will be funded through the PCEF equitable Tree Canopy. This project goal is to provide multiple contracts for a more diverse pool of contractors.

Project Title: Trash Collection Services for Downtown Portland RFP

Solicitation No. 00002423 

Contracting Bureau: Bureau of Planning and Sustainability

Project Estimate: $10,000,000

Project Overview: The public trash can program was started by the City’s Bureau of Maintenance in 1977 and was transferred to Solid Waste and Recycling in 1998. In 2016, the Portland City Council adopted an increase to the solid waste commercial tonnage for the expansion of the public trash program. The expansion will add trash cans and collection services into regional, town, and neighborhood centers as delineated in the 2035 City of Portland Comprehensive Plan.    

Currently the City owns approximately 430 trash cans on public sidewalks throughout Downtown Portland (“Service Area”). The City would like to split the service area into 2, with roughly 215 trash cans in each area. The two (2) awarded contractor(s) will empty the trash cans (1) time per day (7) days per week. 

Project Title: Northwest Public Trash Collection RFP

Solicitation No. 0002351 

Contracting Bureau: Bureau Planning and Sustainability

Project Estimate: $900,000.00

Project Overview: Requesting proposals from COBID certified firms for the ongoing collection, hauling, and disposal of public trash routinely collected from approximately 110 City-owned trash containers positioned on public sidewalks throughout areas of Northwest Portland (“Service Area”).

The City plans to expand the public trash cans throughout Northwest Portland. Currently, there are roughly 50 trash cans, and an additional 60 are planned to be added.  Contractor shall empty these trash cans three (3) days per week.
