Diesel Emissions Mitigation Grants

The Oregon Department of Environmental Quality is providing approximately $6 million this year in grant funding for diesel equipment owners to replace older and more polluting diesel engines with new, cleaner technologies and exhaust control retrofits. The program is designed to help address health and environmental impacts from diesel emissions in Oregon.

Apply for grant funding

The 2026 application is the last opportunity for the Diesel Emissions Mitigation Grant from DEQ. Submissions must be received by DEQ no later than 5 p.m. on October 21, 2026.

Business, government, and tribal diesel equipment owners across the state are encouraged to apply for funding for projects that reduce diesel emissions in Oregon. Owners of medium- and heavy-duty vehicles requiring retrofits under the new Diesel Retrofit Compliance Program may also apply for funding to support the installation of diesel particulate filters.

Clean Air Construction (CAC) Program

The City is sharing this grant opportunity because it supports the goals of the regional Clean Air Construction (CAC) Program, which the City participates in with other Portland-area public agencies such as Port of Portland, Multnomah County, Washington County, TriMet, Portland Community College, City of Hillsboro, and Metro. CAC establishes consistent requirements to reduce diesel emissions from equipment used on public construction projects. Oregon DEQ's grants can help eligible equipment owners make upgrades, replace older diesel equipment or install emissions-control technologies that reduce emissions.
