Changes to Portland’s middle housing zoning code in 2021 and 2022 created new options for less expensive housing in parts of the city previously not accessible to tenants and owners. A July 2023 study found that in the first year of implementation, middle housing was built at more than twice the rate of traditional single-dwelling houses across the city.
The many options for middle housing and more recent allowances for dividing land with these projects offer developers and property owners more choices than previously possible. To help applicants decide the best option for their property, Development Services offers a new early assistance meeting to explain the current zoning regulations.
This new early assistance option allows applicants to meet with a city planner for 30 minutes, without a site plan or detailed drawings, to explore options and ask questions about regulations allowing greater infill development. These meetings feature a reduced fee ($776). The applicant will receive a written summary highlighting development options and code requirements.
Appointments are held online or over the phone, conducted using Microsoft Teams, and available each Wednesday at 8:30 or 9 a.m.
