Environmental Overlay Zones (E‑zones)

E‑zones help safeguard streams, wetlands, forests, and wildlife habitat across the city. They help reduce flooding, improve air quality, and preserve places for people and wildlife.

Projects in an environmental zone must meet development standards. If not, you will need an Environmental Review before you can apply for permits.

1. Find where e-zones apply

   E-zone regulations only apply to portions of a site where an e-zone overlays.
   
   There are two types of e-zones: "p" (protection) or "c" (conservation).

   If work stays completely outside the zone (including impacts to trees), the e-zone regulations do not apply.

   Check if your project is exempt from e-zone regulations.

2. Check if your project can meet environmental rules

   Projects in e‑zones must meet all applicable Environmental Development Standards.

   If any standards cannot be met, you must go through an Environmental Review.

3. Environmental Review (if needed)

   Environmental Review, a type of Land Use Review, makes sure your project protects natural resources and addresses any impacts. This is required when Environmental Development Standards cannot be met.

4. Apply for a permit

   If your project is exempt, can meet all applicable development standards, or has completed an Environmental Review, you can apply for a development permit.
