Trees: Programmatic Permits

Information
Programmatic Permits are blanket permits for public utilities and government agencies involved in routine tree maintenance. Only utilities and government agencies are eligible for Programmatic Permits.

Programmatic Permit Applications for Public Comment

Programmatic Permits are blanket permits for routine tree maintenance activities conducted by a public agency or utility and authorized under City Code Chapter 11.45 Programmatic Tree Permits.

The public has two weeks to comment on a Programmatic Permit application before the permit is drafted. If you wish to obtain additional information about the following Programmatic Permit applications and/or comment on an application, please contact Tree Permitting at trees@portlandoregon.gov or 503-823-TREE (8733). You may also request to be notified of the final permit decision and public appeal period.

Pending Programmatic Permits for Appeal

If the permit authorizes the removal of healthy, non-nuisance species trees that are 6 or more inches in diameter, a two-week public appeal period is triggered before the permit goes into effect. If the appeal opportunity is triggered, the public may appeal:

  • The approval of the Programmatic Permit, and/or
  • The conditions of the permit that authorize the removal of healthy, non-nuisance species trees that are 6 inches or more in diameter.

Appeals must be filed on Tree Permitting's appeal application form and received before the end of the appeal period end date. There is an application fee to appeal.
