Remote Video Re-inspections (RVR) are an alternative to on-site inspections. You'll get faster, scheduled, and on-time re-inspections for your home project. Make a video appointment for your residential re-inspections.
Types of residential projects that qualify
Any project needing a re-inspection of corrections or minor label inspections qualifies for the RVR program.
The RVR program does not perform first-time inspections.
NOTE: Correction of "No Plans on Site" does not qualify for an RVR. You will need to reschedule for an on-site inspection.

RVR Sewers program
The Residential RVR Sewers program allows you to schedule appointments for as-built sewer repairs or replacements.
After sending us the photos and video of your backfilled sewer repair, a Portland Permitting & Development inspector will review and provide results for 350 and 399 inspections by email.

Technical requirements for Microsoft Teams
- Virtual appointments take place through Microsoft Teams, a video-conferencing application. Microsoft Teams is free to download.
- If you do not have Microsoft Teams on your phone or tablet, please download it from your app store before your scheduled inspection.
- If you plan to use a desktop or laptop computer, you do not need to download anything. You can join your RVR inspection with your preferred web browser.
- Preferred desktop browsers are Microsoft Edge, Mozilla Firefox, or Google Chrome.

- On Microsoft Teams, allow access to your microphone and camera.
- A strong Wi-Fi connection is preferred.
- If Wi-Fi is not available you must have reliable data service (4G/LTE internet).
- Note: If you have a limited cellular data plan your service provider may charge you for data used during the re-inspection.

Note: Older mobile devices, devices on older operating systems, or lower-resolution cameras may not work properly with the RVR program.
Instructions for your Remote Video Re-Inspection (RVR)
1. Have reliable wireless internet data service or Wi-Fi connection (preferred)
Make sure your inspection area has a strong internet connection, and keep your device in range of that connection throughout the site.
Helpful tip: Test your internet connection before your RVR appointment.
A slow or weak connection might not be fast or clear enough for the inspection. If that happens, the inspector might change the inspection status to Not-Ready, Partial, or Failed, depending on the situation.
Also, depending on your phone settings, you might get alerts or calls during your remote video re-inspection. If you take a call before the inspection is finished, the inspection could be marked as Not-Ready, Partial, or No Access. You’ll need to schedule a new appointment.
If the connection is lost during the inspection, the inspector will try to reconnect for up to five minutes. If they can’t reconnect, the inspection will not be approved.
2. Gather tools for the RVR appointment
Before scheduling, make sure you have the tools :
- Flashlight
- Tape measure
- Level
- GFCI tester
- OSHA-approved ladder
3. Schedule the RVR appointment
- Click the scheduling link below and choose Remote Video Re-Inspections (RVR).
- Select a date and time for the inspection appointment.
- Enter contact information and permit information.
- Click Book to finalize the appointment.
- When prompted, enter the six-digit verification code sent to your email address and wait for the confirmation of your finalized appointment.
- You can expect to receive an email message confirming your appointment date and time. This message also includes the Microsoft Teams meeting link for your appointment.
- Manage your appointment (if you need to cancel or reschedule) from your confirmation email message.
Please schedule only one IVR number per appointment. If you have multiple IVR numbers for one job site, please schedule additional appointments. For example, if you have three IVR numbers for a job site, schedule three appointments; one for each IVR number.
4. Prepare for your video call
- Make sure your phone or tablet is fully charged.
- Install Microsoft Teams.
- Have your RVR appointment confirmation email available.
- Be prepared to share video from your mobile device during your appointment in Microsoft Teams.
- Turn off all power tools and equipment so the call audio is clear.
5. Start the RVR call
- Click on the Join your Appointment button on your RVR appointment confirmation email. The inspection will NOT CALL YOU.
- You can join the waiting room up to 15 minutes before your meeting starts. If your inspector is available, they may begin the inspection early.
- If you are late, the inspector will wait five minutes after the meeting starts. After five minutes, if you have not joined the call, your inspection result will be Not Approved - No Access.
- Turn on your camera and microphone.
- Follow the directions of the inspector.
- Show all required corrections.

6. RVR results
- The inspector will tell you if the re-inspection is approved or not.
- The inspector will update RVR results in the permitting system after the video call.
- We will send the inspection report to the email you used when you booked your appointment.
- If the re-inspection fails, the inspection report will show what you need to fix.
