Follow these requirements to submit a permit application under fees in effect before July 1, 2026

Various fees that apply to construction-related permits will increase in the month of July.

Some fees were recently adopted by the Portland City Council and will take effect July 1. These fees include:

• Fees of the Portland Bureau of Transportation, including system development charges (SDCs), fees for encroachment permits, street opening permits, public works permits, driveway design exceptions, and traffic land use reviews
• Fees of the Bureau of Environmental Services, including SDCs, fees for stormwater off-site management, and fees for green stormwater infrastructure planting and maintenance described in the Stormwater Management Manual
• Fees of the Portland Water Bureau, including SDCs, fees for water service installations and main extensions

In addition, SDCs for Portland Parks & Recreation will increase automatically on July 1.

On June 11, the Portland City Council approved changes to Portland Permitting & Development (PP&D)'s fees, effective Friday, July 10.

To submit a permit application under permit-related fees in effect through June 30, 2026, please follow each of these requirements:

1. Submit a permit application via Development Hub PDX by 11:59 p.m. on Tuesday, June 30, and
2. The permit application must meet submittal requirements, and
3. You must respond to requests for more information you may receive from Permitting Services, Planning and Zoning, or Life Safety review groups. Delayed responses might mean missing the deadline, and
4. You must pay intake fees in full before 5 p.m. on Tuesday, Aug. 11.

If you cannot apply using Development Hub PDX, please schedule an appointment to bring your permit application in person to the Development Services Center at 1900 SW Fourth Ave. To submit a permit application under the current fees, you must drop off your completed application package no later than 4 p.m. on Tuesday, June 30. Please call 503-823-7300 to schedule a time to bring your permit application and follow each of the requirements below:

1. The permit application must meet submittal requirements, and
2. You must respond to requests for more information you may receive from Permitting Services, Planning and Zoning, or Life Safety review groups. Delayed responses might mean missing the deadline, and
3. If paying intake fees at the Development Services Center, intake fees must be paid in full before 4 p.m. on Tuesday, Aug. 11.

Applications submitted and completed by these dates are subject to fees in effect through June 30, 2026.
