Portland Permitting & Development is proposing changes to various fees. If approved by the Portland City Council (and by the Multnomah County Board of Commissioners for projects in portions of unincorporated Multnomah County), the new fees will take effect on Tuesday, July 1.
To submit a permit application under the fees in effect through June 30, 2025, please follow each of these requirements:
- Submit a permit application via Development Hub PDX by 11:59 p.m. on Monday, June 30, and
- The permit application must meet submittal requirements, and
- You must respond to requests for more information you may receive from Permitting Services, Planning and Zoning, or Life Safety review groups. Delayed responses might mean missing the deadline, and
- You must pay intake fees in full before 5 p.m. on Thursday, July 31.
If you cannot apply using Development Hub PDX, please schedule an appointment to bring your permit application in person to the Development Services Center at 1900 SW Fourth Ave. To submit a permit application under the current fees, you must drop off your completed application package no later than noon on Thursday, June 26. Please call 503-823-7300 to schedule a time to bring your permit application and follow each of the requirements below:
- The permit application must meet submittal requirements, and

- If paying intake fees at the Development Services Center, intake fees must be paid in full before noon on Thursday, July 31.
Applications submitted and completed by these dates are subject to fees in effect through June 30, 2025.
