The City of Portland Hearings Office has approved Portland General Electric’s (PGE) land use review application for transmission line expansion and upgrades in Forest Park and at the Harborton Substation.

On Friday March 7, 2025, the City of Portland Hearings Office, within the Portland City Auditor's Office, issued a decision to approve a land use review application submitted by Portland General Electric (PGE) for transmission line expansion and upgrades within Forest Park and at the Harborton Substation located at 12500 NW Marina Way (LU 24-041109 CU EN GW). The Hearings Officer’s decision is appealable to the Portland City Council. The deadline for submitting an appeal is 4:30 PM on March 21, 2025. An appeal fee of $5,789 will be charged unless the appellant qualifies for an appeal fee waiver. More information about the appeal process visit Land Use Review Appeals.

If appealed, a public hearing will be scheduled before the Portland City Council, at which point interested parties will have the opportunity to testify. The City Council deliberation will be “on the record.” This means that the City Council will only consider evidence or issues that were raised in testimony (oral or written) before the Hearings Officer. If an appeal is filed, a notice will be published with detailed information about how and when to testify.
