Notice of Proposed Amendments to Accessory Short-Term Rental (ASTR) Enforcement Administrative Rule

The purpose of this rule is to establish a citation-based enforcement process for violations of Portland City Code (PCC) 33.207. This rule applies to any property owner engaged in offering or allowing Type A or Type B accessory short-term rentals as defined in PCC 33.207.

Proposed amendments to this administrative rule will clarify the application of ASTR enforcement to include operations that choose to operate as a commercial Retail Sales and Service use. (Currently, the ASTR enforcement Administrative Rule only applies to operations regulated under PCC 33.207.) This amendment will apply a consistent enforcement process to all short-term rental operations.
 


If requested, a public hearing will be held on this proposed administrative rule on Wednesday, Oct. 23, 2024, beginning at 12 p.m. A request for this hearing must be received in writing no later than 5 p.m. on Friday, Oct. 18, 2024. If no request for a hearing is received, the hearing will be cancelled.  No written request for a public hearing was received before the 5 p.m. Oct. 18 deadline.
