The new online system provides a streamlined approach for applying and reviewing permits to enable homeowners and tenants to rent out up to two bedrooms for stays of up to 30 days. It will greatly reduce the time required to issue permits.
Through Civic Portal, an applicant may begin, update, submit and pay for a Type A ASTR permit application. City staff will review the information submitted, communicate with an applicant if more information is needed, and determine if a permit can be issued. The goal is to process permit applications within two weeks of their submittals.
This new online system will share information about permitted and pending short-term rental sites through Portland Maps, ensuring transparency and accountability.
New applicants for Type A ASTR permits may create a free account on Civic Portal and begin the application process. Current Type A ASTR permit holders are encouraged to create a free account on Civic Portal and send an email message to BDSAccessoryShortTermRental@portlandoregon.gov with their Civic Portal username, their current permit number, and the address of their short-term rental property. This will help City staff ensure an applicant’s Civic Portal account is connected to their existing permit.
Those who have already submitted paper applications for Type A ASTR permits and are waiting for the issuance or renewal of their permit do not need to resubmit their applications. They are encouraged to sign up for an account in Civic Portal in the manner described above.
Renewals of Type A ASTR permits, which expire after two years, will be managed through Civic Portal.
While paper applications for Type A ASTR permits will continue to be accepted, applicants are encouraged to use Civic Portal for faster processing of their permits. Civic Portal is not for use by those applying for Type B conditional use reviews to rent out between three and five bedrooms. Those applications must continue to go through the regular land use review process.
