Notice of Proposed Amendments to Lien Reduction Review Administrative Rule

The purpose of the Lien Reduction Review Administrative Rule is to provide guidance for processing requests to reduce existing liens on properties, resulting from an enforcement action taken pursuant to Portland City Code Section 3.30.040 and Chapter 29.70.

Amendments to this administrative rule will correct technical and critical term omissions from changes made and approved in 2022, specifically updates around properties approved for foreclosure by the City Council and those placed on the Foreclosure list with the Revenue Division being exempt from reduction. In addition, language has been added regarding an administrative processing fee for properties pending sale, as well as new language added for additional clarity.


If requested, a public hearing will be held on this proposed administrative rule on Wednesday, May 29, 2024, beginning at 12 p.m. A request for this hearing must be received in writing no later than 5 p.m. on Friday, May 17, 2024. If no request for a hearing is received, the hearing will be cancelled.

Written comments on the draft rule language will be accepted until 5 p.m. on Wednesday, May 29, 2024. Comments must be submitted via email to elizabeth.benton@portlandoregon.gov or through U.S. Mail to:
