The Oregon Building Codes Division adopted the new 2023 edition of the Oregon Residential Specialty Code (ORSC).
Chapter 1 of the new ORSC, which addresses the scope and administration of the revised code, became effective Oct. 1. The remainder of the new ORSC has a six-month phase-in period wherein permit applicants have the option to submit for permits using either the 2021 code edition or the new (2023) code edition. The six-month phase-in period will end on March 31, 2024. Effective April 1, 2024, permit requests must follow the 2023 ORSC.
To be vested in the 2021 ORSC, permit requests must be submitted in accordance with Bureau of Development Services policy, including all of the following:
- The permit application must be submitted via Development Hub PDX by 11:59 p.m. on Sunday, March 31, and meet submittal requirements.
- Following the submission of the permit application, the applicant must satisfy all requests from City of Portland permitting bureaus for additional information before the Bureau of Development Services will assess and bill intake fees. Delayed or incomplete responses may delay the assessment and billing of intake fees before the payment deadline listed below.
- The applicant must pay intake fees in full before 5 p.m. on Tuesday, April 30.
