Stormwater Management Manual

The City of Portland Stormwater Management Manual is being updated. The Stormwater Management Manual enables the City to comply with regulatory requirements and protect both watershed resources and infrastructure investments with every development or improvement to achieve important citywide goals.

The Stormwater Management Manual applies to development activities that construct or alter impervious area, as well as to those that could impact a drainageway. It applies to both work in the right-of-way and on private property. Significant technical updates include: clarifications to applicability and exemptions, clarification of the stormwater discharge hierarchy, revisions to hydrologic and hydraulic calculations and guidance, updated design detail drawings, changes to soil specifications and better alignment with the City’s Sewer and Drainage Facilities Design Manual.

Environmental Services is inviting the public to review and comment. The public comment period is planned for October 2019. You can review the proposed manual online.

Sewer and Drainage Facilities Design Manual

The current edition of the Bureau of Environmental Services Sewer and Drainage Facilities Design Manual is more than 10 years old. Since its publication in 2007, construction technology, pipe materials, and project planning and design methodologies have evolved.

Importantly too, the expectations of manual users have changed regarding the availability of information online. As a result, Environmental Services is proposing updates to the manual that will improve clarity, formalize and update technical requirements, eliminate obsolete information, and remove any discrepancies between the Sewer and Drainage Facilities Design Manual and the City’s Stormwater Management Manual.
