On December 10, 2025, Portland City Council adopted resolution 37725, which requires the City Administrator to prepare a report with recommendations to reform the City's design review processes. The report is expected to address design regulations and processes in both the design overlay zone and the historic resource overlay zone. BPS and PPD staff will facilitate a listening session to gather commission input on possible amendments to existing design review and/or historic resource review regulations and processes.
