How to prepare your submittal

Required Documents
Complete the documents required for a concept development submittal. These documents will need to be uploaded as part of your online submittal.
Submit Online
Submit initial Concept Development applications and Concept Plans using the online form (link below). This will require a portlandoregon.gov account. After log-in, the form will prompt you to add project information and attach required forms and plans.
The checklist in the online form is intended as a general guide to accept or reject plans into the public works permit review process. City staff may request additional information specific to the project before concept development plan intake can be completed.

Once the Concept Development package is submitted, an automated message will be sent confirming that the plans were submitted successfully.
