How to prepare your submittal

The Public Works Process relies on plans to review, build, and inspect the permitted jobs. To understand what is required in submitting your concept, find example plan submittals, title blocks and standard notes, please review the Plan Preparation for Public Works Permitting page

Find commonly used technical resources for public works permitting projects including transportation, signals and street lighting, streetcar, sewer, stormwater, trees, and water manuals and standards, please review the Manuals and Standards for Public Works Permitting page.

Required Documents

Complete the documents required for a concept development submittal. These documents will need to be uploaded as part of your online submittal.

Provide a copy of the Land Use, Final Plat, Early Assistance, or building permit checksheet outlining the public works requirements. Also, provide the construction timeframe for both the private property and right of way improvements. 

Submit Online

Submit initial Concept Development application and Concept Plan in ProjectDox using the link provided by PDX ePlans. 

If you have not received a link, please send an email to publicworkspermitting@portlandoregon.gov with the subject line: Concept Submittal.

Please include the job address, applicant financially responsible party form and a copy of the check sheet or EA summary requiring the public works improvements.

Once received, we will send the applicant a link to submit plans electronically using ProjectDox.

The first and subsequent reviews for this phase are 15 business days.
