Fees for sewer lateral repair and connection permits increasing July 1

Portland Permitting and Development (PP&D) and Portland Bureau of Transportation (PBOT) have partnered to adjust the fees for sewer lateral repair (UR) and sewer connection (UC) permits to ensure full cost recovery for this important program.

PP&D reviewed various permitting programs and discovered that the fees for UR/UC permits were not covering the City’s costs associated with field inspections, necessitating this change. 

Effective July 1, 2025, UR and UC permit fees will increase because of the following:

  • UR and UC permits will now be subject to a new inspection fee of $295, which is additive to permit review fees. This new fee covers the inspection component of the UR/UC permit program, work that is conducted by PBOT in coordination with PP&D and the Bureau of Environmental Services (BES). This inspection work has been operating at a cost recovery deficit, meaning the City has been subsidizing the cost of these inspections.
  • Existing UR and UC permit fees will increase 5% consistent with across-the-board fee increases adopted by City Council to keep pace with inflation and ensure the continued efficiency of our permitting processes.

These changes are necessary to ensure the City’s sewer lateral repair and connection permitting program achieves a sustainable level of cost recovery for both administrative and field inspection costs. While this new inspection fee will be added to most UR and UC permits, note that UR permits for sewer lateral CIPP lining will not incur this new inspection fee.
