Permit review has three phases:
- Intake. We prescreen the permit application, documents, and drawings.
- Under review. Technical review to make sure all codes and requirements are met and approved.
- Pre-issuance. The final quality assurance check must be approved before we issue a permit.
1. Intake
Daily Permit Request List
The application review is completed in chronological order based on the time and date of submission.

How it works
After you submit your permit application packet, we review your application to make sure it meets submittal requirements.
If those requirements are not met, we'll send you a list of what you need to complete your application through Development Hub PDX (DevHub).
Once your application is accepted by prescreen review groups, you will be notified of intake fees and payment instructions.
2. Under Review

Applicants can log into DevHub to respond to Checksheets for permits in "Under Review" status.

How long do technical reviews take?
Our goal is to have the first review completed within the timeframes listed below. Timeframes can be impacted by the current workload.

The first review may result in approval or a Checksheet.
A Checksheet is a list of missing items or additional requirements needed on your plans. We ask for information that we need to complete a specific review.
- Instructions on how to respond are included with each Checksheet.
- You must respond to all items on all Checksheets so we can complete our review.
- Once your Checksheet responses have been received and processed, our goal is to complete re-reviews within 5-7 days for all project types.

Avoid delays by following this procedure and responding to all items on the Checksheet.
Request earlier project review
Some plan review groups accept requests for “Applicant Paid Overtime” to review projects earlier than the projected due date.
Note: Requesting Applicant Paid Overtime does not guarantee an earlier review. Reviewer availability varies.
All assigned reviews must be approved before we can issue a permit.
Email your completed Applicant Paid Overtime Form to Permitting Services (permittingservices@portlandoregon.gov).
3. Pre-issuance

How it works
Pre-issuance is the last step before your permit is approved to issue. This review is completed in chronological order based on the sign-off date of the last technical review.
- Once pre-issuance is assigned, you can find the Permit Technician's contact information on the Pre-Issuance List.
- We review plans to see what changes were made. We also make sure the changes do not require another review.
- If changes occur during the review process, the reviewers will be notified – this will show on PortlandMaps as ‘Hold see comments.’
Many things can delay the final review. For example, the number of changes to the plan, the complexity of the project, and when we learn about any changes may all cause a delay.
Once pre-issuance check is complete
We'll contact you to let you know the permit is ready to issue and about any fees due.
