Empowered Neighborhoods Program

Information
The Empowered Neighborhoods Program assists Portlanders who have received a letter from the City of Portland requiring them to address a zoning or building violation.

Our program promotes stable homeownership and small business continuation for properties located in the priority ZIP codes determined to be underserved: 97266, 97236, 97233, 97232, 97230, 97220, 97218, 97216, 97214, 97211, 97203, 97209, 97204

For Homeowners: Our approach focuses on support for low-income Portland homeowners, with priority for those under 80% Area Median Income (AMI) and who have received a letter from the City of Portland requiring them to address a zoning or building violation. Homeowners under 100% AMI may also receive support when there is capacity. The property must be located in geographic areas identified as underserved in the ZIP codes listed above.

For Small Business Owners: Our approach focuses on support for all small business owners who have received a letter from the City of Portland requiring them to address a zoning or building violation. A small business is qualified for our program if it meets the following requirements:

  • Less than 50 employees
  • Located in underserved ZIP codes (listed above)

Empowered Neighborhoods Program: How we will support you

Property owners who receive a violation letter in the mail from the City can get assistance from our staff.

  • Help solve property violation problems and address questions with you
  • Assist you in making a plan to fix violations
  • Work with you until violations are fixed
  • Provide community support to assist you with drawings and construction
