Preparing Required Documents For Your Permit Request

Your permit request must meet all minimum submittal requirements before it will be accepted for processing. It’s a good idea to review submittal requirements to ensure you have all required documents and they follow submittal guidelines. For more details and plan set examples, please visit the Portland.gov webpage Required solar permit application documents and plans.

Next, gather your permit request and application materials then save them to your computer so you can easily find and upload them to your submission in DevHub.

Begin Your Permit Request Using Development Hub PDX (DevHub)

A Development Hub PDX (DevHub) user account with PortlandOregon.Gov credentials is required to access DevHub's online permitting services. Need help creating an account or signing in? Please review the DevHub Sign In Quick Step Guide.

  1. After signing in, choose the Apply for a New Permit option from your DevHub Home page.
  2. From the Apply for a Permit options listed, select the appropriate Permit Request type
  3. Review the Permitting Information page which outlines details on completing a permit request that requires Plan Review. When done, select Next.
  4. Select the property address where the permit work will take place by choosing either Search by Address or Search by Property ID. A maximum of 50 addresses will appear in search results.

    1. You can also find addresses and property IDs on PortlandMaps.
    2. If the property address still does not appear, enter "Not Listed" for the Address. You will be able to add job site details later.

Form Options, Saving Progress, & Exiting a DevHub Session

DevHub features several form options you can use throughout the permit request process to save your work, exit the submission, proceed to the next page, and return to a previous page. 

Note: The DevHub system will time out after a several minutes of inactivity. If you need additional time to review minimum submittal requirements or gather additional documents, make sure to use the Save My Work button before exiting. Any unsaved progress cannot be retrieved.

If you need to sign out of DevHub, closing the browser without selecting the Sign Out button will not sign out your DevHub user account. You must first select your account name (top right of the page) then select Sign Out.

Complete Permit Application Request Requirements

The permit application request form allows you to provide important information about your permit request. Be prepared to detail the type of work you are planning to complete, who will complete the work, as well as upload required attachments for City review.

Based on your responses throughout the Permit Application Request form, some follow up questions might automatically appear. This ensures you only respond to the questions that will help you meet permit-specific requirements.

Acknowledge & Submit

Review the statements and select the checkboxes to indicate your acknowledgement, acceptance, and certification. To submit for review, click the Submit button.

You will automatically receive an email confirmation of your submission and may track the status of your permit request from the My Permits & Requests page.

What Happens After I Click Submit?

Permitting Services Review: After submitting your permit request in DevHub, your submission will be reviewed by a Permit Technician to check that the information you provided meets minimum submittal standards. 

If your submittal package does not meet minimum submittal standards and/or requires further clarification before undergoing Plan Review, you’ll receive an email notification instructing you to log into DevHub to review comments left by City staff. It is your responsibility to upload any additional information that has been requested or your request will remain incomplete.
