Quick Guide: Submit a permit application on Development Hub PDX (DevHub)

Go to DevHub

1. Prepare your permit application requirements

• Meet minimum submittal requirements: Make sure your documents meet the submittal guidelines.
  • Complete permit applications.
• Prepare plans for building and trade permits with plan review (electrical and mechanical).
• File Naming Standards and Preparing PDFs.
• Save materials to your computer: Gather all necessary documents for easy uploading.

2. Create a DevHub account

• Go to DevHub.PortlandOregon.gov.
• Account required: Use your PortlandOregon.gov credentials to create a DevHub account.

3. Select your permit request type

1. Sign in to DevHub.
2. Choose “Apply for a New Permit” from the homepage.
3. Select a permit request type (image below).
   • Building permits
   • New Single Family Residence and new detached ADU permits
   • Solar permits
   • FCC wireless applications
   • Demolition permits
   • Trade permits (electrical, mechanical, or plumbing)
   • Trade permits with plans (electrical and mechanical only)
   • Sign permits
   • Urban Forestry permits
4. Review requirements: Read the Permitting Information page, then click Next.

4. Enter the property address

• Use Search by Address or Search by Property ID.
• Tip: Find property IDs on PortlandMaps.

5. Use form features to save progress

• Save your work: DevHub times out after a few minutes of inactivity. To avoid losing progress, click Save My Work before exiting. Unsaved changes cannot be recovered.
• Sign out properly: Click your account name (top right) and choose Sign Out.

6. Complete the permit request requirements

• Provide details about:
  • Type of work
  • Who will complete the work
  • Upload plans and documents for review
• Dynamic questions: Follow-up prompts will appear based on your inputs.

7. Acknowledge and submit

• Certify your submission: Review and check acknowledgment boxes.
• Submit for review: Click Submit to complete your application.
• Confirmation: Check your email for a submission confirmation.
• Track your status: Use the My Permits & Requests page.

8. After submitting

• For applications with plans
  • Prescreen Review: A permit technician will verify your submission meets standards.
    • Respond to any feedback:
      • Check your email for items that you need to address.
      • Log into DevHub to address comments and upload updates.

Trade permits with plans

Applying for electrical or mechanical permits with plans? Select Trade Permits with Plan Review - Permit Request. 

1. Sign in to DevHub.
2. Select Apply for a Permit.
3. Scroll down and select Trade Permits with Plan Review - Permit Request.
4. Continue with the steps above.
