Type III Design Review for a new, affordable, five-story multi-dwelling residential building with 100 dwelling units on Tract A of the OMSI campus. Modifications to the Required Building Lines, Ground Floor Windows, Ground Floor Active Use, and Ecoroofs zoning code standards are requested in conjunction with the Design Review. A Type III Central City Master Plan Review is also requested for amendments to the adopted OMSI master plan. These amendments include changing the timing of the development of Open Space-2, reducing the extent of Bull Run improvements associated with Tract A, removing the 20 foot building setback above 50 feet in height for Tract A, removing the active use frontage requirements along the south and west sides of Tract A, removing the building pass-through at Tract A and shifting vehicle access to the north, relocating the private wastewater treatment plan to a location to be determined, delaying providing the OMSI identity framework, transfer 2,000 SF of floor area to Tract A from other tracts, remove the required building line requirement from the north side of Tract A, reduce the required ground floor height for Tract A, and adjust the right of way of SE Old Water Ave.

BRIEFING - Design Review Temporary Suspension (DRTS) project - RESCHEDULED TO 9/3/26

Following the May 2026 Bureau of Planning & Sustainability and Portland Permitting & Development's joint publication of the Design Review Reform Report, which was requested by City Council via Resolution #37725, BPS proposes to temporarily suspend mandatory design review in most cases. This suspension would allow most proposals that require design review, including those in Central City, to pursue the clear and objective design standards track as an alternative to design review for a period of approximately two years. Design Review will remain an option for applicants seeking greater flexibility in their design or wanting to secure entitlements prior to submitting a permit application. This DRTS project is Phase 1 in a sequential legislative project that will pursue additional permanent amendments to the tools of Design Review in a Phase 2 project which will be developed during the temporary suspension and ready to be in effect upon the sunset of Phase 1. The purpose of both Phase 1 and Phase 2 (to be brought forward in 2028) is to ultimately improve the tools and processes related to design review to help stimulate and sustain economic development in the city.
