BRIEFING - Design Review Reform Report

On December 10, 2025, Portland City Council adopted resolution 37725, which requires the City Administrator to prepare a report with recommendations to reform the City's design review processes. The report is expected to address design regulations and processes in both the design overlay zone and the historic resource overlay zone. BPS and PPD staff will facilitate a listening session to gather commission input on possible amendments to existing design review and/or historic resource review regulations and processes.

Voluntary Central City Master Plan Review for the future redevelopment of the Lloyd Center Mall site, which is a 27.1 acre site in the Lloyd Subdistrict of the Central City Plan. The site consists of the current Lloyd Center Mall site and the Regal Cinemas lot. The proposed master plan divides these parcels into 14 development areas with approximately 7.0 million gross square feet of allowed development, building envelopes up to 225 feet in height, and approximately 6.18 acres of publicly-accessible open spaces and new public rights-of-way. Redevelopment will occur in phases. The master plan is intended to function as a flexible and inclusive design framework for the buildings, streets, open spaces, and infrastructure necessary for the redevelopment of this large site. Adjustments to the Required Building Lines general standard and standards for sites with frontage on a street shown on Map 510-7 are also requested.
Hearing is continued ~ per ORS 197.797 to March 5, 2026 (the continued hearing will have a closed record, there will be no Public Testimony)
- Friday Feb 13th @ 9a (1st 7 days) – deadline for anyone to submit new evidence.
- Friday Feb 20th @ 9a (2nd 7 days) – deadline for anyone to submit responses to any evidence in the record. Record will then be closed.
- Friday Feb 27th @ 9a (3rd 7 days) – deadline for the applicant to submit or waive their final argument.
Return Thursday 3/5/26@ 130pm to Closed Record Hearing, there will be no Public Testimony. The Commissioners will deliberate, and there may be a vote on the project.
