Type III Design Review hearing for a 3-building mixed use development on the Centennial Mills site in the Pearl Subdistrict of the Central City Plan District. The 5- to 6-story buildings will be situated above a shared basement level and will provide approximately 281 residential units, four retail spaces along Naito Parkway, and 174 below-grade parking stalls. Parking will be accessed from Naito Parkway and via the woonerf between Buildings 1 and 2. Along Naito, ground-level lobbies and retail spaces will be elevated and include dock access. Along the Willamette River, the pedestrian greenway trail will be extended. The project will also feature two public connections from Naito to the river: a woonerf at Tanner Creek and a public plaza designed to accommodate a future bridge crossing Naito.

Additional reviews include River Review, Modification Reviews to reduce the size of parking stalls and reduce the spacing of bike parking, and an Adjustment Review to allow vehicular access along Naito, a Major City Bikeway.
