New 2025 Oregon Structural Specialty Code and Oregon Mechanical Specialty Code editions took effect Oct. 1

The Oregon Building Codes Division adopted the 2025 Oregon Structural Specialty Code (OSSC) and the 2025 Oregon Mechanical Specialty Code (OMSC), effective Oct. 1.

Chapter 1 of the new OSSC and OMSC are effective immediately. The remainder of the new OSSC and the OMSC have a six-month phase-in period. From Oct. 1, 2025, through March 31, 2026, permit applications may be submitted under either the new 2025 codes or the previous (2022) OSSC and OMSC.

Starting April 1, 2026, all new commercial building permit applications and mechanical permit applications submitted to the City of Portland must follow the 2025 codes.

To be vested in the 2022 codes, permit requests must be submitted in accordance with Portland Permitting & Development policy, including all of the following:

  1. The permit application, plans, and supporting documents must be submitted through Development Hub PDX by 11:59 p.m. on March 31, 2026, and meet commercial submittal requirements.
  2. Following the submission of the permit application, plans, and supporting documents, the applicant must satisfy all requests from technical prescreen reviewers. Once the technical prescreen is approved, intake fees will be provided. Please expect prescreen to take up to two weeks.
  3. Delayed or incomplete responses may prevent the project from meeting the deadline.
  4. The applicant must pay intake fees in full before 5 p.m. on May 1, 2026.
