BOD 94-01: Shoring Adjacent to City Streets

QUESTION: What are the design requirements for shoring of excavation when located on private property adjacent to city streets?
RESPONSE: City of Portland Administrative Rule TRN 8.08 specifies the requirements for the structural design for temporary shoring work within the public right-of-way. Temporary shoring shall be designed to meet requirements in the most current edition of the LRFD Bridge Design Specifications published by the American Association of State Highway and Transportation Officials (AASHTO).
City of Portland Title 24 describes permits and requirements for construction on private property including protection of private and public property during construction. To provide equivalent structural support where shoring is located on private property and supports a "street" as defined in Title 17, it shall be designed to the most current edition of the LRFD Bridge Design Specifications published by AASHTO in effect at the time of permit issuance.
Where shoring elements are to be incorporated into permanent structures regulated by Title 24, the Oregon Structural Specialty Code, or the Oregon Residential Specialty Code, the shoring elements shall also be designed to the current edition of the Oregon Structural Specialty Code and Title 24 for the permanent conditions.
From Title 17.04.010: “Street” means any street as defined in the City Charter, including all area between property lines, and area dedicated to street use.
