Building Official Determination 19-03: Suspended Wire Electric Security Systems

BOD 19-03: Suspended Wire Electric Security Systems

QUESTION: Is a building permit required for certain electric security systems (fences) defined below as suspended wire electric security systems?

RESPONSE: Suspended wire electric security systems are exempt from building permit subject to the following definitions and conditions.

1. Suspended Wire Electric Security Systems are defined as a system of electrified wires suspended by a system of embedded corner posts and intermediate line poles spaced no greater than 30 feet apart, and no greater than 10 feet in height at any point.
2. The system shall not support any other elements, appurtenances or structures, other than warning signs, and must not be subjected to greater than de minimis wind loads.
3. The system must be located within twelve (12) inches and interior to a standard non-electrified barrier fence for which a permit, if required, has been approved.
4. The system must conform to the requirements of Portland City Code (PCC) 26.03.110 Electric Fences including the requirement for an Electrical Permit.
5. The system must conform to the requirements of PCC 33 Planning and Zoning.  Prior to installation, the owner or owner’s representative shall verify compliance with PCC 33 including, but not necessarily limited to, height, setbacks, screening, and historic/design requirements.
