The Cannabis Policy Oversight Team (CPOT) consists of cannabis industry representatives and others that possess an in-depth understanding of issues affecting and affected by the cannabis industry. CPOT is pleased to announce they are currently recruiting new members to join three of their following  subcommittees: Community Impact, Competency, and Small Business Support.

All applications are due Monday, April 5, 2021 by 5:00pm. Please find information on each of the subcommittees and their applications below.


Community Impact Subcommittee

MISSION: Working across multiple agencies including health, economic development, regulatory, and community, this subcommittee will develop tools and information to drive positive impacts for communities in Portland as a result of the cannabis industry, while also providing accurate and transparent insights that will help correct any negative impacts related to cannabis experienced by Portlanders.

OBJECTIVES:

  1. Use current and emerging local and national data to redefine and recharacterize legal cannabis throughout the regulatory system, as well as to refine health and public safety policy around cannabis regulation and education.
  2. Prioritize workforce training and education for those making health or public safety policies and those who are interested in working within the cannabis industry
  3. Ensure that employees and employers are informed of workplace rights relating to cannabis use and that cannabis employees and employers are informed of labor laws and workers’ rights.

Competency Subcommittee 

MISSION: To facilitate the implementation of a Director-approved Cannabis Competency training pilot program by collaborating with City Bureaus (e.g., Communications, Office of Equity and Human Rights, etc.), and county, state, and industry consultants on developing focused messaging that advances the support of CPOT’s cannabis competency recommendations.  

OBJECTIVES:

1. Develop cannabis competency definition, statements, messages, and simple infographics to visually educate diverse stakeholders

2. Ideate and recommend cannabis competency pilot curriculum for a multi-agency and community training pilot program by collaborating with regulators, educators & industry consultants

a. Introduce a core/baseline education curriculum (4th-8th grade reading level) for pilot launch

b. Seek feedback and approval from Director and Cannabis Program

c. Recommend a roll-out plan for administering the pilot training program coordinating with other agencies, including but not limited to OLCC, OHA and Multnomah County Health Department

3. Deliver meeting and activity updates within quarterly reports, including conducting research to develop and propose recommendations to CPOT for the annual report.

Small Business Subcommittee

MISSION: Develop a more collaborative relationship with local cannabis businesses by removing barriers of success,  supporting growth, and increasing effective communication. 

OBJECTIVES:

  1. Evaluate and positively effect barriers of entry and ongoing success for local cannabis businesses. 
  2. Ensure all city resources are accessible and equitable to all cannabis businesses. 
  3. Foster a culture of “partnership vs punishment” with cannabis businesses in our city.
