How to renew your ASTR Type A permit

Get step-by-step instructions on how to renew your accessory short-term rental (ASTR) Type A permit. Learn how to make changes to an active permit.

Before you begin: Connect your account

ASTR permits issued before Summer 2024

If your last ASTR application was submitted on paper or via email, you need a Civic Portal account connected to your existing permit.

  1. Create your Civic Portal account.
  2. Email your username and site address to:
    PPDAccessoryShortTermRental@portlandoregon.gov
  3. Please wait for staff to confirm your account connection before proceeding.

If your permit was issued after Spring 2024

If you submitted your last ASTR application online in Civic Portal, then you're all set. Your Civic Portal account is already connected. 


How to renew your ASTR Type A permit

You can renew your permit starting 60 days before the expiration date.

During this 60-day window, the "Renew Application" link will appear in your record.

Find the "Renew Application" link in My Records.

Once staff confirms your account is connected:

  1. Go to Home
  2. Select the My Records tab
  3. Open the dropdown arrow next to Short Term Rental
  4. Select your record
  5. Click the link to Renew Application

If the Renew link is missing

If the Renew link is missing, and it is within the 60 days before the expiration date, contact us.

Email PPDAccessoryShortTermRental@portlandoregon.gov with:

  • Your username
  • Your site address
  • A screenshot of the screen or a description of what you are experiencing

❗️Important: Do not create a new application if you are trying to renew.

For renewals, do not create a new application.

Changes you can make to an active permit

Changing the resident

The type of application depends on who the permit holder or primary contact is:

  • Resident is the permit holder or primary contact:
    • A new application is required
  • Property owner is the permit holder or primary contact:
    • Resident can be changed with a written request that includes the new resident's:
      • Full name
      • Phone number
      • Email
      • ID number
  • Designated operator is the permit holder or primary contact:
    • Resident can be changed with a written request that includes the new resident's:
      • Full name
      • Phone number
      • Email
      • ID number

Any changes to rental bedrooms

  • During a renewal application:
    • You may update the number or location of bedrooms
    • The permit may be selected for a random inspection
  • At any other time:
    • A new application is required

Changing property ownership

  • Adding or removing one owner (when multiple owners are listed with Multnomah County):
    • Allowed by written request, as long as at least one original owner remains and ownership is verified through county records
  • Changing all owners or when a single, sole owner changes:
    • A new application is required
