Director Eric Kutch
Eric Kutch brings extensive leadership and operational experience in municipal permitting, construction management and building safety. He has led large, multidisciplinary teams within one of the nation's busiest permitting environments, overseeing complex regulatory functions and driving major organizational improvements. His background includes modernizing plan review operations, advancing customer-centric service delivery, and implementing data-informed decision-making across programs that support residential and commercial development.
Throughout his career, Eric has strengthened cross-department collaboration, elevated performance management through transparent key performance indicators and service level agreements, and championed innovative strategies to improve permitting timelines and regulatory compliance. He has been recognized for launching initiatives such as the 30-Day Residential Permitting Program, the One-Stop Review Program, and the After-Hours Review Program, efforts that improved permit turnaround times, enhanced customer service, and supported broader housing and economic development goals.
Eric is an ICC (International Code Council) Certified Building Official and has held leadership roles in both the public and private sectors, bringing deep experience in construction processes, stakeholder engagement, and organizational change management. He holds a Bachelor of Arts degree in Political Science from the University of Texas at San Antonio.
