Grant opportunity for organizations providing work for people who are on a path out of homelessness or housing instability.

This grant program will fund local organizations to deliver population-sensitive, supportive workforce opportunities for individuals who are referred from Portland City and/or Multnomah County Shelter Sites, (individuals must qualify through a program-specific referral process). Total funding for this program is $240,000. No single grant under this program shall exceed $80,000.
WHY: Supportive workforce opportunities are an important intervention to address both homelessness and housing instability.
PROGRAM VISION: Grant funds are intended to support organizations with pre-existing supportive workforce, apprenticeship, or skills training programs, to expand capacity for additional participants or to adjust program guidelines as needed to serve a population previously or currently experiencing homelessness. Participants at shelter sites may have recently experienced homelessness, may have varying levels of employment history, and may be in the process of addressing mental, physical, and/or substance use-related health issues. Supportive workforce programs will provide individual participants work opportunities for a duration of 6 weeks or longer and can provide optional levels of weekly time commitments (hourly, part-time, or full-time) as defined by the grantee organization. All supportive workforce programs will include individual case management, ongoing supportive employment services (resume development, technical assistance, connection to resources), compensation to program participants for work completed, and reporting requirements.
PROGRAM TIMELINE: The timeline for program initiation should be expeditious, with supportive work opportunities to be provided to program participants within 3 months of signing the grant agreement. Expectations are that all grant funds will be used within 1 year or less for multiple participants over time.

The grant program is open to organizations located in Oregon and Washington, providing services in Portland and Multnomah County (Oregon).
HOW TO APPLY through the City of Portland Webgrants:
- Register in the City's Webgrant system: If your organization has a Webgrants account, please sign in with your current User ID and Password.
- If your organization is new to Webgrants, please review the ‘How to register for City of Portland Webgrant Portal’ document to register.
- Once registration is submitted, approval is required before completing an application.
- Then Apply: Once your organization is registered in the Webgrants system, you can apply for the Supportive Workforce Grant. See below for step-by-step instructions

DEADLINE FOR APPLICATION:
The grant application opens on Monday, September 16th at 8 am.
