About Portland Solutions

Information
Portland Solutions was established in 2024 to create a centralized program hub to address Portland's most pressing homelessness and livability challenges, including outreach, shelter, impact reduction, and reclaiming public spaces.

Portland Solutions combines several important programs into one team to ensure their continued operation into the future and improve our ability to respond to Portland's top issues.

The programs include:

  • City Shelter Services. This team provides an entry point for Portlanders moving from life on the streets to more stability and housing, with services including case management, mental and behavioral health support. We manage alternative shelters, overnight shelters, and day centers.
  • Street Services Coordination Center. This team provides outreach to unsheltered individuals, offering shelter, transportation and other resources.
  • Impact Reduction Program. Using empathy and innovation, this team minimizes the impacts of homelessness today while partner programs expand access to safe, affordable housing. We provide garbage removal, hygiene access, resource referral and job opportunities – and remove campsites that pose the highest risk to health and safety.
  • Public Environment Management Office. PEMO is dedicated to swiftly and effectively delivering solutions to livability-related issues in Portland's public spaces by coordinating resources in an efficient manner.
