Purpose
The City collaborates with five other jurisdictions (Gresham, Troutdale, Wood Village, Fairview and Multnomah County) to manage cable television franchises via the Mt. Hood Cable Regulatory Commission (MHCRC) through an Intergovernmental Agreement. The MHCRC contracts with the City of Portland for administrative services. In order to receive and expend cable franchise revenues on behalf of the other participating jurisdictions, the City needs to maintain a segregated Cable Fund. To ensure compliance with the FCC rules, the participating jurisdictions have also adopted the MHCRC’s competitive cable franchise application review process. The MHCRC is currently staffed by a team housed in the Community Technology Division within the Bureau of Planning and Sustainability.
Policy
- The City Administrator or their designee will maintain a separate fund to manage MHCRC Cable Franchise revenue for the other members of MHCRC Intergovernmental Agreement; and to manage the public benefit funds collected under cable franchise agreements and managed by the MHCRC.
- The CFAR Local Rule adopted by the Mt. Hood Cable Regulatory Commission, attached as Exhibit A, shall be binding City Policy.
