NORTH MACADAM TRANSPORTATION DEVELOPMENT STRATEGY

Non-Binding City Policy

NCP-TRN-7.06


PURPOSE

WHEREAS, pursuant to the Charter of the City of Portland and ORS Chapter 457, the City adopted the North Macadam Urban Renewal Plan on August 11, 1999 by Ordinance No. 173651, (the “UR Plan”); and

WHEREAS, on November 13, 2002, by Ordinance No. 177082 and Resolution 36111, the City Council adopted the South Waterfront Plan as a subdistrict plan in the Central City (“South Waterfront Plan”) superseding the North Macadam District Framework Plan which the Council had adopted by Resolution 35815 in August 1999; and

WHEREAS, the North Macadam Framework Plan expects development of 1900 to 3000 new housing units and 8,500 – 10,000 new jobs in the North Macadam District; and

WHEREAS, the North Macadam Transportation Development Strategy will contribute to the goals of the North Macadam Urban Renewal Plan, which established that efforts be focused to encourage private development and enhance economic development opportunities; and

WHEREAS, extensive public involvement has included thirteen Stakeholder Advisory Committee meetings, two well-attended open houses, interviews, one-on-one site visits with affected businesses and property owners, and involvement of neighborhood and community associations; and

WHEREAS, the North Macadam Transportation Development Strategy outlines a list of long-term and short-term projects to support the development of the North Macadam Urban Renewal Area; and

WHEREAS, the North Macadam Transportation Development Strategy prioritizes the projects to help city staff and stakeholders focus their efforts effectively; and

WHEREAS, the North Macadam Transportation Development Strategy includes a funding strategy framework to guide stakeholders and city staff in harnessing the public and private funds necessary for the implementation of the highest priority projects; and

WHEREAS, the North Macadam Transportation Development Strategy works to achieve an overall mode split of at least 30 percent and a work trip mode split of at least 40 percent, for public transit, pedestrian and bicycle trips, and this mode split will decrease congestion, improve air quality, and enhance livability; and

WHEREAS, the North Macadam Transportation Development Strategy supports the continued expansion of the Portland Streetcar and the addition of light rail through the district, as these improvements are an essential district link to the regional transit network; and

WHEREAS, the North Macadam Transportation Development Strategy supports access for pedestrians and bicyclists by developing and completing bicycle facilities on designated bikeways within and to activity centers, and by adding public bicycle parking where needed; and

WHEREAS, the North Macadam Transportation Development Strategy supports improved circulation for transit, automobiles, and truck traffic by constructing direct interchanges between regional facilities and city streets, by improving accessibility to activity centers, and by providing better connectivity of major streets and operations of multimodal intersections; and

WHEREAS, continued development of the North Macadam district is a high priority for the City of Portland; and


POLICY

NOW, THEREFORE, BE IT RESOLVED, that the City of Portland approves the recommendations of the North Macadam Transportation Strategy as Non-Binding City Policy attached as Exhibit A; and

BE IT FURTHER RESOLVED, that the North Macadam Transportation Development Strategy will guide the development of transportation infrastructure in the North Macadam Urban Renewal Area; and

BE IT FURTHER RESOLVED, that the Council directs city staff to continue to work with district stakeholders to guide the funding of projects in the Strategy; and

BE IT FURTHER RESOLVED, that the City Council directs city staff to update the Transportation System Plan and the South Waterfront Street Plan to include the projects and priorities of the North Macadam Transportation Development Strategy; and

BE IT FURTHER RESOLVED, that the City Council directs city staff to make implementation of the projects a high priority and to collaborate with district stakeholders to implement the projects; and

BE IT FURTHER RESOLVED, that the City Council gratefully acknowledges both the excellent work and dedication of the Stakeholder Advisory Committee, the South Portland Neighborhood Association, and participating community members.
